　　近日，美国总统特朗普曾在多个场合表示，美国各州已有足够的检测能力，并称可以逐步复工。

　　对此，美国两位州长表示：说出这种话，纯粹是痴心妄想，不负责任。

　　在美国有线电视新闻网（CNN）的一档节目中，主持人杰克·泰博（Jake Tapper）提问弗吉尼亚州州长，该州的病毒检测能力如何，能否满足复工的要求？

　　州长拉尔夫·诺森（Ralph Northam）摇头苦笑着说：说出那种话，纯粹是痴心妄想。

　　That is delusional to be making a statement like that。 

　　诺森解释道，现在各州还面临着个人防护设备不够、物资供应不足等种种问题，甚至连检测所需的拭子都不够用。

　　我们每天都在很努力地争取个人防护设备。我们也在获取一些物资供应。现在我们又在努力争取更多的检测。这不是简单的检测。我们甚至没有足够的拭子，不管你信不信。

　　We‘ve been fighting every day for PPE。 We’ve got some supplies now coming in。 We‘ve been fighting for testing。 It’s not a straightforward test。 We don‘t even have enough swabs， believe it or not。 

　　我们正在加强检测能力，从国家层面来说，有我们所需的东西，而实际上，各州却得不到任何指导。

　　And we are ramping that up， but for the national level to say that we have what we need and really to have no guidance to the state levels。 

　　在如此情况下，诺森认为，说出这种话很不负责任。

　　这是不负责任的（说法），我们还没做到这一点。

　　It‘s just irresponsible because we’re not there yet。

　　随后，主持人又连线马里兰州州长拉里·霍根（Larry Hogan），询问该州是否具有足够的检测能力，足以进入复工的第一阶段。

　　对此，霍根也表示，尽管联邦政府和各州政府都在努力提高检测能力，但现在说已经具备足够的检测能力，是绝对错误的，是不坦诚的。

　　我认为联邦政府正试图增加检测能力，他们正在私人实验室方面下功夫。但如果忽略这点，说各州已经具有足够的检测能力，应该着手进行测试，同时责怪我们没有做好自己的工作，这是绝对错误的。

　　The administration， I think， is trying to ramp up testing。 They are doing something with respect to private labs， but to try to push this off to say that the governors have plenty of testing and they should just get to work on testing。 Somehow we aren‘t doing our job。 It is just absolutely false。

　　所以我认为，联邦层面已经取得了一些进展，各州在努力增强自己的检测能力，实验室的检测能力也在不断提高，但要说已经有足够的检测是不准确的。要说州长只需落实检测，是不坦诚的。

　　So you know， look， I think they‘ve made some strides at the federal level and the states are all working hard on their own to find their own testing。 Lab capacity has been increasing， but it’s not accurate to say there is plenty of testing out there。 And the governors should just get it down。 That’s just not being straightforward。

　　此外，霍根直接指出美国一直以来存在的问题：“我认为从疫情开始以来，美国最大的问题可能就是检测不足”。

　　I think this is probably the number one problem in America and has been from the beginning of this crisis， the lack of testing。

　　他强调了美国仍然面临的拭子和试剂短缺的问题，而这两项正是新冠病毒检测的关键。

　　在美国任何地方，拭子都不够用。然而，没有拭子就做不了检测。同时存在短缺的还有试剂，试剂也是检测的一部分。

　　…there are things like shortages on swabs that we don‘t have anywhere in America。 Yet you can’t do the tests without them。 On the reagent， which is just part of the test。
